Jira Cloud has some constraints due to its current architecture.

In fact, Xray Cloud and Xray server are different products, based on different technologies, even though the team tries to make them equivalent. 

As Xray is dependent on Jira capabilities, it' a limitation that exists for the time being.

Currently, JQL is very limited in the cloud (compared to server).  More info here.

Anyway, I advise you to reach out to Xray team and ask for improvements with the queries that have the most value to you, so the team can be aware of it when a solution comes.
